Keltar was born to a small but noble family that owned a decent size of land. The Keltar Barony was run by his father for many years before being taken over by Keltar’s brother, Waits. Since Keltar’s brother was the baron, Keltar became an ambassador to Toydaria and the Keltar Barony.
Once, on a trip to Coruscant, Keltar got into a fight with some local thugs at a less-than-reputable establishment in the lower tiers of the city. During the scuffle, Keltar was knocked unconscious; he woke up in the Coruscant jail charged with murder. Panicked, Keltar began to ask for favors from his Hutt contacts; within twelve hours, Keltar was released and all charges were dropped.
A few days later, before returning to Toydaria, Keltar was contacted by the Hutt Gorga Desilijic Aarrpo and learned that Gorga was now in possession of the footage from Coruscant. Gorga made it apparent that Keltar was now under his thumb and would do as he wished.
And so Keltar now roams the galaxy. Keltar is normally free to do as he pleases, but when Gorga calls, Keltar obeys.
